3G Consultants comes Pakistan to start Preparing IM for 3G

To start working on the Information Memorandum for next generation spectrum auction, recently hired consultants for procuring next generation telecom licenses have landed in Pakistan.
For the procurement of next generation spectrum auction, PTA recently selected “Value Partners Management Consulting Limited”. After rigorous evaluation of technical and financial bids from seven consultancy firms, the selection was finalized.
Sources tell that consultants are now in Islamabad who before commencing the task, signed the agreement with PTA.
For next generation licenses, consultants will go ahead with the preparation of Information Memorandum.
Relating to license auction, this document will detail all kinds of information like requirements, prerequisites, base price of license, criteria for operators to participate, conditions, terms etc.
A similar document had been prepared by PTA before, on which auction held on 29th March 2012 was based. However, because of non-appointment of consultants, things didn’t go as per plans. It is mandatory for any public sector auctions, according to PPRA Rules.
PTA is taking good care of all necessary and mandatory things this time and is making sure that schedule for auctioning 3G/4G licenses is met.
Consultants have been asked by PTA to prepare IM from scratch. It is likely that around mid of January 2014, the newly drafted IM for next generation spectrum will surface.
By the end of February 2014, Pakistan is planning to auction 3G/4G licenses.
