The Director General of Federal Investigation Agency has informed that the agency is facing acute shortage of staff. The DG of FIA told Supreme Court that his agency is facing the problem of shortage of the staff and workforce and they are facing problems in complete different assigned tasks. The DG told that they are facing the human trafficking issues excessively in Gujrat but due to lack of staff, the agency failed to take the effective measures to apprehend the responsible persons.

Shortage of Staff

The agency has presented the documents, which show the shortage of the staff and the number of the shortage of staff are as following:

  • Overall, FIA has 3301 employees on payroll and there are total number of seats assigned to the agency are 4043. FIA is working with shortage of 18% staff of the assigned staff.
  • Among the posts, there are six posts of grade 20, 12 posts of grade 19, 114 posts of grade 16 and 251 posts of grade 15. There are employees, who are working with the agency on the contract basis.
  • Out of contracted staff of 37, 7 employees are on grade 16, 4 in grade 11 and 12 are on grade 9.

Integrated Border Management System (IBMS)

FIA looks after the data of foreigners, who come to Pakistan and also out of the country, the agency is facing severe staff shortage. The processes are started from visa issuance from coming to Pakistan to leaving Pakistan and this department handles this whole process. There are total 223 assigned seats and total 93 vacancies are there and this department has failed to fill all these vacant posts.

National Response for Center of Cyber Crimes

The staff is critically short at all important National Response for Center of Cyber Crimes (NR3C) and NR3C would work for most after the passing of the prevention of the cyber crimes bill in 2016. The situation of the staff shortage is worst in this department. This department was assigned 102 seats and 31 seats have been filled so far. There are 15 grade 19 post and 10 posts for grade 18 posts and 27 posts of grade 17. But the department is failed to fill all of the vacancies. 5 of the employees are working at NR3C in grade 19 and four on the grade 18 while 15 employees are working on grade 17.
